Kansas Regulator Has a Problem with Fuel Reimbursement Calculation by Quest Pipelines

On 6/22/09 the Kansas Corporation Commission (KCC) protested a June 1 compliance filing by Quest Pipelines (KPC) (RP09-483) based on its methodology for calculating a system-wide fuel reimbursement percentage. FERC should require KPC to account for 100% of its projected fuel usage and projected throughput, including quantities delivered under a negotiated rate contract with Missouri Gas Energy (MGE), the KCC said.
