The American Gas Association (AGA) and the Interstate Natural Gas Association of America (INGAA) submitted reply comments in the proposed rulemaking (RM07-9) sponsored by FERC to further revise Forms 2, 2-A, and 3-Q. The issue is reporting of pipeline fuel costs, which first became an issue amid (then) rising gas prices as they affected cost of service, given the decline in periodic rate reviews. Shippers pressed for more and better data to determine if rates are just and reasonable and if pipelines are cross-subsidizing.
