Transco's Request for a Rate Correction Mid-Month Stirs Teapot Tempest; Municipals Demand Concurrent Review op Offsetting Reduction to Fuel Retention Rates

A dustup followed a recent filing in which Transcontinental Gas Pipe Line Co., LLC (RP10-1307) requested a waiver of its tariff in order to make revised tariff sheets effective in the middle of a calendar month, specifically on 10/17/10. Transco stated that on 2/25/10 it submitted to the Commission in Docket No. RP10-395 its annual transmission electric power (TEP) tracker filing, which was accepted to be effective April 1 by a FERC letter order issued March 12. Then Transco discovered that the February 25 filing contained an erroneous projection of TEP costs at Station 100 for the period 4/1/10 through 3/31/11. Transco had incorrectly calculated its projected TEP commodity costs as $2,553,856 rather than $10,646,030, understating the projected costs by approximately $8.1 million. Absent this error, the original filing would have included estimated system-wide TEP costs of approximately $25.2 million, rather than $17.1 million.
