Natural Gas Supply Association Applauds FERC for Success of First Round of Gas Transaction Reports; Advocates More Dialogue, a Safe Harbor Extension, and Some Clarifications

The Natural Gas Supply Association (NGSA) sent a letter to FERC Chairman Jon Wellinghoff last Friday, almost exactly one month following the Commission's deadline for pipelines filing the new Form 552 reports (Order No. 704) on annual transactions in the physical gas market, asking the Commission to do more along these lines to facilitate transparency. The letter recommended that the Commission use Form 552 to raise congressional and consumer awareness of the wide scope of available information on natural gas market transactions and fundamentals; ensure that stakeholders and market participants understand that assessing market transparency goes beyond raw statistics to include a broader picture and review of available information; create a forum for continued dialogue with industry to further refine and clarify reporting requirements; and consider an extension of the "safe harbor" while the Commission and industry work through potential clarifications to the reporting process.
