Uncontested Settlement Offer Certified to FERC Resolves Rates and Rolled-In Project Costs for WBI Energy Transmission

On 6/11/14 Presiding Judge Michael Cianci, Jr. certified to FERC an offer of settlement dealing with the section 4 rate case filed 10/31/13 by WBI Energy Transmission, Inc. (RP14-118). WBI proposed to implement a general rate increase, roll into its system-wide rates the costs of 3 projects on its contiguous system (the Grasslands Pipeline Projects, the Sheyenne Expansion Project, and the Mapleton Extension), create separately-stated base rates and fixed fuel rates for two non-contiguous lateral projects (Garden Creek and Stateline), and to make certain non-substantive housekeeping changes to its tariff. The Settlement Rates are designed using a “black box” total cost of service of $95 million. It explains that the Settlement depreciation rates are the only component of the cost of service identified in the rates.
