A MORATORIUM put in place in November 2001 on new marine farm developments in New Zealand, was due to expire in March 2004, but has been extended to December 2004. The resulting uncertainty surrounding ownership of the seabed and foreshore has stalled legal reform and therefore aquaculture development. Commercial culture of non-salmonids is a rarity in New Zealand, although Perengara Fishfarms has developed the country's first on-land kingfish ongrowing unit.
