In this section, we describe the first component of our model, which is setting system-level goals. We describe three characteristics of productive goals for improvement projects. We also outline the process for developing system-level goals, and provide examples. In the final part of the section, we discuss the concept of operational focus, which is a stream of operations management research that highlights the importance of using system-level goals as the starting point for improvement efforts.
