Sen. Jon Tester (D-Mont.) has asked USDA to change its interim final rule for country-of-origin 1abe1ing to correct what R-CALF USA, the independent cattlemen's organization, calls a "questionable COOL loophole." Industry representatives expressed satisfaction with the USDA's 233-page interim final rule on mandatory country-of-origin 1abe1ing (COOL) after it was published in the Aug. 1 Federal Register (see FCN, Aug. 4, Page 1). But the rule, which takes effect on Sept. 30, does have at least one significant blemish, according to Tester and the trade association R -CALF.
