The Glen Walter Sewage Collection System was built in 1989 to service 1,080 customers. At the time the population was 850 but by 1995 the sewage treatment plant had already reached capacity. Shawn Killoran took over as operations manager in 1999 and he, along with the mayor and council, immediately had concerns about the excess flow.
