Department of Defense (DOD) expenditures on technology research, demonstration, testing, and evaluation (RDTE) programs start on a downward slope in fiscal year 1999 under the budget plan sent to Congress by the Clinton administration. For the coming fiscal year, the request for RDTE programs across the armed forces is $36,078 billion, down from $36,659 billion in FY 1998. The administration's out-year spending plans call for the RDTE budget to erode to $33 billion in 2001 before beginning to climb slightly.
