摘要

Phillips Carbon Black and Hitech Carbon (part of the Aditya Birla group) have filed a complaint of dumping with the Indian Government's Directorate General for Anti-Dumping & Allied Duties. The complaint relates to the import into India from South Korea of carbon black for use in making tyres and rubber products. The Directorate has commenced an investigation into supplies from South Korea for the 18 months up to the end of September 2014. In its preliminary report, the Directorate noted that Phillips and Hitech/Birla account for 79-80% of total Indian carbon black capacity. It also notes that other Indian carbon black suppliers-namely Continental Carbon, Himadri Chemicals and GoodLuck Carbon Black-have neither supported nor opposed the call for an anti-dumping investigation.
