The Union Budget 2004-05 has been a manifestation of the balancing act of UPA Government between the economic desirability and the political compulsions.While,decision on contentious issues like subsidies has been postponed,increased emphasis has been laid on commonly acceptable areas like agriculture,infrastructure,poverty alleviation,rural development etc.
