The EU's REACH Regulation introduced the concept of authorisation as a way to manage risks for substances of very high concern (SVHCs). The goal is to progressively replace substances which are deemed hazardous by suitable economically and technically viable alternatives. In a first step, relevant substances can be included on the so-called 'Candidate List'. Once on the List, substances can then be chosen or "prioritised" for authorisation. In the absence of suitable alternatives, 'authorisations' can be granted which allow the continued use of the substance.
