As organizations in the private sector regularly rely on certification to the ISO 9001:2000 standard as a means of separating them from their competition, they rarely share their successful methodologies with their competitors. Conversely, without the need to address traditional competition concerns, members of the Phoenix Police Department (PPD) have freely revealed its improvement methods to various levels of government in the United States, the United Kingdom, Europe, Canada, and Asia.
