Facing hundreds of review requests, the U.S. Department of Commerce will investigate only a sampling of exporters from each country with antidumping orders and assign final duties to all other exporters based on the limited reviews. The selection process and performance of those selected - as well as action in the congress and courts - could significantly shift companies ' antidumping positions.
