It may be a cliche, but when it comes to budgets, the devil is always in the detail. It is a fact that the Labour Party knows only too well, given the recent furore over the scrapping of the 10p tax rate. The headline facts and figures always sound like they make sense; it is not until you strip away the layers that you start to realise that somebody or something is going to lose out. And it certainly seems like there are going to be losers as a result of DEFRA's money-juggling plans.
