Claims of panic and the illegal slaughter of many of the 10 million animals culled during the 2001 foot-and-mouth outbreak have been 'rubbished' by the Minister in charge of tackling the disease in Wales and the farming unions. The denial by the thenWelsh Assembly Rural Affairs Minister and current Countryside Minister, Carwyn Jones, follows the publication of a report by two Cardiff Law School academics in the legal publication 'Public Law'.
