China's top economic planning body, the National Development and Reform Commission (NDRC), announced mid-January 2007 the launch of a new phase of consolidation in the cement industry that will result in 60 of the nation's largest cement companies becoming the domestic cement industry's leaders. In addition to replacing the industry's present fragmented structure consisting of more than 6000 cement plants, a large number owned by small cement producers, the consolidation programme is aimed at turning leading local cement manufacturers into global cement companies alongside today's leading multinational cement producers.
