Latvia: The Latvian Competition Council has come to the conclusion that there is a lack of competition in the cement market and that there is a cement deficit, which influences the competition situation in the market. The main tendency in the market, which negatively affects competition, is a cement deficit, which can be explained with the increase of construction and lack of competition on the cement market. During the past few years there has been a rapid increase in construction which, together with the lack of competition, has contributed to unbalanced supply and demand. The lack of competition leads to major obstacles for new companies to grow and increase their production, for example, access to large investments, access to raw materials and the face that emissions quotas are determined on the European level.
