There are many diverse players, from vertically integrated manufacturers who own retail shops, multinationals who operate industry controlling networks and retail shops, small independently owned legitimate retails shops, and last but not least a number of fly-by-night operators going in and out of business as opportunity presents.There is no fair playing field, since price is controlled from the top down by self-serving insurance companies using a 'divide and conquer' approach to exact their control. A market price is legitimately up and down across geographic areas depending upon supply and demand pressures. Other governments have done studies and defined this model.
