Most growers turn to professionals for guidance in accessing the program The Canadian Agricultural Income Stabilization (CAIS) program is one of the least understood governmentprograms in existence. The premise of the program is simple in that it aims to protect farm income from declines both large and small. To properly examine this program we need to look at:Where did CAIS originate? How does it function? What are the issues for the greenhouse industry?What's new for the program? Where did CAIS originate? CAIS was developed as the cornerstone of the new Business Risk Management segment of the Agricultural Policy Framework (APF). CAIS was a melding of the NISA program and the various farm income disaster programs and was designed as a replacement for these programs.
