We present a cosmological scenario based on the conception of cosmological rotation It is shown that the rotational energy density can be a part of the inflaton field energy at the inflation stage and of the dark energy on the modern stage of the accelerated expansion of Universe We considered the quantum state of the Universe with a proper angular momentum (spin). Inflation with rotation of the Universe is obtained. A rotational cosmological model is elaborated, which can describe the evolution of the. visible Universe This cosmological model contains the initial stage with negative acceleration and the modern stage with positive acceleration (second inflation).
