Washington-A bill that would clarify CERCLA to exclude manure from consideration as a hazardous substance has been introduced in the House of Representatives,according to the National Cattlemen's Beef Assn.(NCBA).In testimony earlier this month before theHouse Energy andCommerceSubcommit-tee on Environment and Hazardous Materials,NCBA declared that manure is not Superfund material,fields using manure as a natural fertilizer are not Superfund sites,and cattle operations shouldnot be subject to Superfund laws.The bill was introduced Nov.17 by Reps.
