Hong Kong chief executive C.Y. Leung announced January 16 in a policy address to the local legislative council that his government will propose a mandatory switch to lowsulfur marine diesel oil (MDO) for all ships and ramp up efforts to extend MDO mandates throughout the Pearl River Delta, in cooperation with the Guangdong provincial government. Leung also announced that his government will accelerate the scrapping of old, high-polluting commercial diesel vehicles.
