The European Commission on June 28 proposed legislation that would force owners of large ships using EU ports to monitor and report annual ship carbon-dioxide (CO2) emissions and it published “communication” outlining possible schemes that would force CO2-emission reductions. The scheme would take effect starting Jan. 1, 2018. “Today we are charting a clear course towards reducing maritime greenhouse-gas emissions,” EU Climate Commissioner Connie Hedegaard said. “The EU monitoring system will bring environmental and economic gains for the shipping sector by increasing transparency about emissions and creating an incentive for ship-owners to cut them.
