Think for a moment about chemical pollution, toxic and radioactive waste, acid rain, mad-cow disease, damage to the stratospheric ozone layer, and the recent debates concerning genetically modified food, stem-cell research and childhood vaccination. This broad assortment of environmental and technological risks that emerged after the Second World War has fundamentally changed politics, environmentalism and popular culture. Most importantly these technological risks - for example, radioactive waste and chemical pollution, which are byproducts of our industrial modernity - are not confined to national borders.
