The U.S. Department of Homeland Security (DHS) issued the final version of Appendix A to the Chemical Facility Anti-Terrorism Standards (CFATS) in the Nov. 20, 2007 Federal Register. The Appendix lists 325 substances as being Chemicals of Interest that are to be monitored by the DHS. Propane was one of the release-flammable substances with the “potential to create a vapor cloud explosion that would affect populations with and beyond the facility, if intentionally released.”
