Experimental data on scattering of neutrons from ~(338)U, ~(232)U, and ~(232)Th nuclei are analyzed within the framework of the Hauser-Fesh-bach-Moldauer approximation and the coupled-channel method. Wave functions for the symmetrical top are used to describe the collective motion associated with the levels of the ground state rotational band. The model of the soft (deformable with respect to longitudinal and transverse quadrupole and longitudinal octupole vibrations) rotator is used to calculate direct excitation of the levels of the octupole (K~π = 0~-) and quadrupole (K~π = 0~+, 2~+) bands. Correlation of the structures in the neutron emission spectra with the excitation of the K~π = 0~-, 0~+, 2~+ band levels is established.
