San Antonio, Texas-based electric utility CPS announced in early January that its former power purchase agreement (PPA) with Washington-based Summit Power for the proposed 400-megawatt, “Texas Clean Energy Project” (TCEP) integrated gasification combined cycle (IGCC) plant expired at end-2013. According to CPS, “since 2011, the team at Summit has worked diligently to secure financing and begin construction [of TCEP]. CPS Energy extended Summit’s deadlines for milestones three times, understanding that power plant construction does not always follow a precise timeline.
