U.S. EPA Appeals Board Trashes Sierra Club Complaint on Power Holdings SNG

The U.S. Environmental Protection Agency Environmental Appeals Board (EAB) last month rejected all three Sierra Club challenges to the air permit for the proposed Power Holdings synthetic natural gas (SNG) plant in Illinois. In its challenge, Sierra Club claimed that the air permit wrong failed to include a flare minimization plan, wrongly allowed SNG or natural gas to be used to fire "superheaters" without limiting the resulting emissions, and failed to limit greenhouse gas (GHG) emissions including methane or carbon dioxide.
