Secretary of Transportation, Norman Y. Mineta. Recently announced a major reorganization of the U.S. Department of Transportation (DOT). The reorganization is initiated to create a more focused research organization within DOT that will emphasize and promote innovative technology. The Research and Special Programs Administration (RSPA), currently charged with a less focused research functions, will be transformed into a new organization within DOT, to be designated as the Research and Innovative Technology Administration (RITA). Sam Bonasso, the current RSPA Deputy Administrator will head the new agency. Among the changes that will take place in the reorganization will be the transfer of the operational aspects of RSPA to other jurisdictions within DOT.
