State-owned Russian Railways (RZD) has launched a campaign to retain additional revenues next year, over and above gains from annual tariff increases. The company wants to extend a 12-month track maintenance surcharge introduced last year, arguing that it needs extra funds to build new tracks and carry out crucial maintenance on around 10,000km of the existing network. Private-sector rail operators are ready to accept this fee, but they want a clear long-term arrangement.
