Central and Eastern European agriculture in an expanding European Union

This book presents the results of an EU-funded project, FAIR1-CT95-0029, entitled 'Agricultural Implications of CEEC Accession to the EU'. The work is based on a collaboration of four universities in three member states of the EU (Germany, the UK and Belgium). The book, organised in eight chapters, is very well structured. The abundance of information is remarkable and the effective collaboration among the members of the research team is clearly visible from the structure and continuity of the book. Chapter 1, by Sophia Davidova and Allan Buckwell, presents the progress of the transformation of CEEC agriculture and the integration of CEECs into the EU. Transition indicators provide information on the economic transformation status as well as explaining in part the EU choice of the so-called first wave of the CEECs. The performance of the agricultural sector is characterised by some simple indicators (for example, yields for main agricultural products), which permit sectoral and country comparisons. Finally, the PSE measure is used to determine and compare the level of protectionism between CEECs and the EU. An issue overlooked in this presentation is the implication of CEFTA on product-by-product and overall level of protectionism and on the harmonisation of domestic policies with CAP measures.
