The facts: The applicant is a Russian national who was born in 1979. On 3 March 2006 the District Court found the applicant guilty of aggravated robbery and sentenced him to six years and six months' imprisonment, which he was to serve in a medical correctional facility given that he suffered from tuberculosis. On 1 November 2006 the applicant was transferred to medical correctional colony no. 8. Colony no. 8 primarily accommodates inmates suffering from tuberculosis, irrespective of the detention regime that they have been sentenced to. It also has a hospital for inpatient treatment of inmates.
