The cattle industry appears to be headed back to court. The World Trade Organization (WTO) essentially sided with Canada, Mexico and others earlier this year in ruling against mandatory country-of-origin-labeling. R-CALF followed up in September by announcing it will sue WTO, USDA Secretary Tom Vilsack, and the U.S. Trade Representative on the basis that WTO doesn't have authority to override U.S. law.
