Bill Weems didn't renew a section of Conservation Reserve Program (CRP) land for 2010. His cows have thanked him for it ever since.Unlike countless other Southern Plains ranchers who culled hundreds of thousands of cows this spring and summer, the Washburn, TX, producer didn't have to cull a single one. That's despite the fact that his place is about 15 miles east of Amarillo and received only 2 in. of precipitation between October 2010 and September 2011.
