African, Caribbean and Pacific (ACP) countries claim preferential access to the European market will be meaningless if the EU cuts the guaranteed price of sugar by a third as the European Commission is proposing. It is floating the possibility of offering extra financial aid to developing countries to sweeten the impact of the reform but overseas development is likely to take a backseat to outrage from European farmers and sugar producers in the coming months.
