The Government have published proposals for a Green Investment Bank to support green infrastructure investment. The creation of a green investment bank was announced in the March 2011 budget, since which time there has been ongoing consideration of the form the Bank will take and the level of finance to be provided to it. The budget suggested that the Bank would have an initial investment of ￡3bn but would not be allowed to raise further capital of its own before at least 2015. On the other hand, the Bank will be able to pursue both equity and debt which might lever up to an additional ￡15 billion of investment in green infrastructure by 2014/15.
