Abstraction and 'serious damage'

The Department for the Environment, Food and Rural Affairs (DEFRA) and the Welsh Government have issued a consultation paper, "The Water Act 2003: Withdrawal of Compensation on the Grounds of Serious Damage " to consider the principles to be used in determining whether a water abstraction may cause serious damage.
