MMex Resources (Austin, TX) a diversifed energy venture, says it plans to build a $450-million, 50,000-barrel/day oil refnery at the southern end of the Permian Basin near Fort Stockton, TX. The facil- ity will export refned fuels and petroleum liquids by rail to western Mexico and South America. Construction is planned for a fast track, with construction to start next year and the plant in operation before the end of 2019.
