One of the more important issues on the current global agenda is the transition to sustainable development around the world. The goals of sustainable development, as well as the system of global governance in this area, are still being elaborated; however, the tools for transition to sustainable development are obvious. The central factor of the transition to sustainable development is a broad application of the results of scientific and technological progress, such as the technologies aimed at sustainable forest management and the use of forests, information and communications technologies (ICTs), water treatment and waste management, clean and renewable energy, biotechnology, and marine technology. The paramount special technologies concerned in international instruments (characterised in Chapter 34.3 of Agenda 211 as environmentally sound technologies (ESTs) and sometimes referred to as "clean" or "green" technology) include those directed at prevention of pollution, conservation and sustainableuse of biodiversity, low-carbon and alternative technologies intended to mitigate climate change or enable adaptation.
