Transformation or New Start?

The 27th session of the United Nations Environment Programme Governing Council/Global Ministerial Environment Forum (GC/GMEF), held in Nairobi, 18-22 February 2013, and attended by virtually all member States of the United Nations, was no ordinary session. It was a culmination of all 27 regular sessions (all held in Nairobi except the first one which was held in Geneva in 1973, one year after the Stockholm United Nations Conference on the Human Environment). In addition to the biennial regular sessions, which occur in odd-numbered years, 12 special sessions have been held in even years, making a total of 39 sessions of the UNEP GC in 40 years. As has happened 13 times since the practice began in 2000, this meeting of the GC was linked to a contemporaneous session of the GMEF.
