A 'Blue-Sky' View of US Policy

After decades of failure to define and implement a coherent and effective US energy policy, the time has come to forget meaningless dreams like "energy independence" and obtain wide support for a completely new energy policy aimed at overcoming the major constraints ahead. This should be based on three simple but fundamental principles, the implementation of which would require hundreds of decisions on taxation and fiscal measures, subsidy systems and regulations.
