The Russian mining industry is one of the most attractive industries in terms of its dynamism and the potential return on investment, but it is also a sector closely monitored by the Kremlin. Faithful to its reputation, Russia does not fail to destabilize the new comer. Entering the market should be done only after careful consideration and the gathering of reliable information. More than anywhere else, the potential financial gratifications are tremendous for those who know where and how to invest. Witnessing drastic changes for the last five years, the lion's share of the mining industry is now in the hands of a few giants, financially independent, and ready for international cooperation to develop new, riskier mining projects in and outside the Russian territory. The political and economic landscape has been strongly influenced by the election in 2000 of President Vladimir Putin, whose initiatives to promote good business practices and transparency while keeping existing and emerging oligarchs under tight control have sent conflicting signals to the business community, both local and international. Although the Russian Bear seems to be tamed under his strong leadership, the business community seems nevertheless more vibrant than ever and hungry for foreign cooperation.
