Export restrictions require refiners lighten up

The US Energy Information Administration, examining possible ramifications of lifting the export restrictions, estimates refiners will have to spend $11bn by 2025 to expand US processing capacity by 2.4mn b/d if US light crude production keeps rising and policy makers do not lift the export controls. That would be on top of the 400,000 b/d in capacity expansions already underway, according to a new study conducted by engineering consultants Turner, Mason.
