Acid Rain Program SO2 allowance prices were stagnant through February, with vintage 2009 at $2/mt and 2011 at $1/mt. The program covers fossil-fuelled electric generators across the US. Sources covered by the Clean Air Interstate Rule (CAIR) must also comply with the program.
