The refiner reported emissions beginning this morning and ending at 9:19am ET following a lightning strike on electric distribution equipment, according to a filing to state environmental regulators. “Power was quickly restored, and a safe and controlled restart of the units was conducted,” the refiner said in the filing. Phillips 66 reported flaring from equipment associated with a coker attributed to restarts of a fluid catalytic cracking unit and a continuous catalytic reformer. Both units use catalysts and heat to convert feedstocks into gasoline blendstocks.
