Phillips 66 will replace fuel-grade coking equipment and plans to increase its sulphur-treating abilities over the next two years at its 252,000 b/d Westlake refinery in Lake Charles, Louisiana. Early construction work has begun on a gasoline-focused hydrotreating unit to bring the refinery into compliance with tighter sulphur standards in that fuel by 2017. Refinery officials declined to comment on the unit’s capacity.
