Azeri state-owned oil company Socar’s Turkish unit has secured $3.29bn in financing to build a refinery in Turkey. Socar Turkey signed an agreement with 23 banks and other lenders to finance the project at Aliaga in western Turkey, according to Petkim, the Socar-owned petrochemicals company located adjacent to the site of the planned refinery.
