Venezuelan state-owned PdV’s lease to operate the 320,000 b/d Isla refinery on the Caribbean island of Curacao could be revoked prematurely in favour of a new Chinese owner, Venezuelan and Chinese officials say. Dutch-controlled Curacao signed a deal with China’s Guangdong Zhenrong on 19 November that would transfer control of the plant to the company before PdV’s lease expires at the end of 2019, if PdV’s financial and operational difficulties result in disruptions to refinery operations, two Venezuelan government officials say.
